Pimples on my vagina?

I am 18 and have never had sex, but I’m really worried about these pimples I keep getting. I always make sure that I am keeping myself clean, and I try things like not wearing underwear so that I “air out”, but they keep coming back! They always have a lot of clear to white fluid and they hurt really bad, what can I do? Is this normal?
